Two network types:
Broadcast: LAN and multipoint WAN.
Point-to-Point: anything else.

IS-IS has no concept of NBMA networks: They are classified as broadcast.
There must be full-mesh connectivity between devices:
If not possible, recommendation is to change the topology using P2P with subinterfaces.
On Frame-Relay, it's necessary to create CLNS to DLCI mappings with the keyword broadcast
