They are generated by each one of the ABRs independently

Information is summarized and topological details are hidden to the other areas. 

A type 3 LSA is generated for each one of the links that exist in an area when they are sent to area 0 (backbone).

The type 3 LSAs have "basically" the following information:
A link-id (network)
Network Mask
Metric from the point of view of the ABR
ABR router-id

The metric calculation to reach one of the links in another area will be:
The internal cost of the area to reach the ABR + the reported metric by the ABR in the type 3 LSA.
